If I were #4 or #12 on the list, how long do you think it would take to actually deliver a Taycan? Neither dealer would provide me with any information. I’m now wondering whether to try to find one that is already built while I wait.

Number 4 could take between four and six months to receive an allocation before taking another six months to receive a car. This depends on the size of the Dealer. 12 sounds like 12 to 18 months, again depending on the size of the Dealer. Dealerships provide cars for sale.
