UPDATE TO THE OP: I disconnected the washer fluid tank sensor wire connector today and it solved the dash light issue.

The fender skirt is not required to be taken off. To remove the electrical connector, simply wedge a 1″ flash light or other object to expose the washer tank’s bottom. After separating the electrical connector, tape it up using electrical tape. Your dash light will turn off and the circuit will be permanently “opened” as a result. Your washer’s dummy light will obviously never turn on again, but who cares? Maintaining fluid in your tank can help prevent overheating of the wiper pump motor.
