I looked for panniers for my 2007 for approximately 3 weeks and a top case for around 8 weeks. I only came across 2 top cases for sale during those 8 weeks, and both were off of an RT. I believe that supply is likely far lower than demand (at least at reasonable cost).
Once you learn how to remove the lock cylinder from the panniers/top case, rekeying is simple (at least for my version of the luggage). I completely removed the pannier’s lock mechanism for the first pannier I rekeyed in order to remove the lock cyclinder. When I was out, I could clearly see how the “lock pick” I had fashioned—a 4 in. straight piece of metal with a 90 deg. bend in the last 1/4 in.—worked to retract the locking tab on the lock cylinder. Before trying on the second pannier, I practiced retracting the locking tab for approximately 15 minutes to get a feel for it. In less than 45 seconds, I was able to remove the lock cylinder from the second pannier. It’s true that I had difficulty extracting the lock cylinder from the top case using the same technique, but I succeeded just as I was about to give up and disassemble the top case.
