Here is what I recently did for my E39. Without destroying the tabs or the seal, I want to clean the inside. I took the car’s headlights and all the bulbs out (and electronic if there are some attached). Through the bulb opening, I poured hot water and dish soap into the headlight. I then shook the group. I went through this process several times before doing a few rinses. My headlight was spotless on the inside after this procedure.
It required some time to dry. I had to wait while blowing air (with a hair drier) through the bulb aperture.
