There are two different kinds of OTA update distribution processes, as far as I can tell from the conversations here: a) to phone Connected app, then to car via phone, and b) directly to car.
The car’s hotspot shuts down when the car shuts down (after a semi-random, unspecified delay, of course), so even if you managed to set up a multihome router setup (one link to car wifi that is connected to hotspot internet and one link to home wifi that is connected to broadband internet), that a) would not give the car a channel over your broadband to access anything since that network client capability is not programmed as far as we know.
